ICANN, the Internet Corporation for Assigned Names and Numbers, has issued a breach notice to the .top domain name registry, citing several infractions that require immediate attention.
The notice highlights three major issues:
Non-compliance with URS Requests: ICANN states that .top has failed to comply with Uniform Rapid Suspension (URS) requests. The URS is a rights protection mechanism that provides a quicker and lower-cost way to resolve clear-cut cases of trademark infringement.
Inadequate Handling of DNS Abuse Complaints: .top lacks a proper process for handling DNS abuse complaints. DNS abuse encompasses a range of malicious activities such as phishing, malware distribution, and botnets that exploit the domain name system.
Payment Delinquency: Additionally, .top is behind in its payments to ICANN, which is responsible for coordinating the maintenance and procedures of several databases related to the namespaces and numerical spaces of the Internet.
.top, known for its substantial market presence as the fourth largest top-level domain by registrations, boasts approximately 3.2 million domain names. The registry has gained popularity due to its competitive pricing strategy for domain registrations.
ICANN has set a deadline for .top to rectify these issues by August 15. The registry is required to provide a detailed explanation of the corrective actions it intends to implement.
Specifically, ICANN demands that .top:
Clarifies its procedure for handling URS disputes effectively.
Adds an abuse contact to its website, fulfilling its contractual obligation.
Settles all outstanding fees owed to ICANN.
The breach notice serves as a formal warning, signaling the importance of compliance with ICANN’s contractual obligations and operational standards within the domain registry industry.
